Tax Debt Relief & Resolution

Unpaid tax brings liens, levies, wage garnishment, penalties. Taxpayers who answer the IRS alone often concede more than the law requires.

Our CPAs are authorized to represent taxpayers at every administrative level of the IRS: audits, collections, appeals. We challenge findings on the law and the procedure, then negotiate debts, penalties, interest down to what the rules allow. The same applies with the California Franchise Tax Board or any state agency in the 50 states.

California Franchise Tax Board Notices

The FTB runs its own notice system alongside the IRS. It writes when you have a balance due, when it changes your return or your refund, when it has a question, or when it needs more information. Each notice states the tax year it covers and how to respond. Among the notices the FTB itself lists as most searched:

  • Notice of Tax Return Change. The FTB corrected something on your return. If you agree, you update your records and pay any balance. If you disagree, the notice carries a code for each change, and the FTB publishes what documents to gather before you contact them.
  • Notice of Proposed Assessment. The FTB intends to assess additional tax or penalties. You do not owe the amount yet, but you have 60 days from the notice date to file a protest. If no protest is filed, the proposed amount becomes due. You can also pay the amount as a tax deposit to limit the interest without giving up the right to protest.
  • Notice of State Income Tax Due. A bill for a personal income tax balance, with a payment voucher and an account summary attached. If the balance is wrong, proof of payment plus the related tax documents are what the FTB asks to see.

Our CPAs handle FTB protests, payment arrangements, and audit correspondence the same way we handle the IRS: read the notice, pull the transcripts, respond before the deadline with the documents that answer the question.

Common IRS Notices Explained

What is a CP2000 notice?

A CP2000 means the income or payment information the IRS received from third parties, such as employers or financial institutions, does not match what was reported on your return. It proposes a change, which you can accept or dispute, with a reply due by the date printed on the notice. The response should compare each item to your own records before anything is signed.

What is a CP14 notice?

A CP14 tells you that you owe money on unpaid taxes for a return you filed. It states the amount, how to pay, and the due date. If you cannot pay in full, a payment plan can be requested, and if the figure is wrong, the IRS asks you to contact them before the due date.

What do the CP501 and CP504 notices mean?

A CP501 is a reminder that a balance remains on one of your tax accounts after an earlier notice went unanswered. A CP504 is a Notice of Intent to Levy: the IRS states that it intends to levy your state tax refund, wages, or bank accounts, and that a federal tax lien may be filed. Both notices still allow a payment plan to be set up.

What is an LT11 or Letter 1058?

An LT11, also issued as Letter 1058, tells you the IRS has not received payment for overdue taxes and intends to seize property or rights to property, which can include wages or bank accounts. It also warns that a Notice of Federal Tax Lien may be filed. You can request an appeal of the proposed levy by following the instructions on the letter, and the deadline on the letter controls.

What is a CP3219A, the Statutory Notice of Deficiency?

A CP3219A notifies you of a proposed change to your tax, based on information the IRS received from third parties such as employers or banks. It is not a bill or an audit. You have a 90-day response period to agree, supply documents, or challenge the change, and the date on the notice is firm.

What does IRS audit representation include?

With a signed power of attorney (Form 2848) we deal with the IRS on your behalf: the correspondence, the document requests, the meetings with the examiner, then the appeal if the findings are wrong. Most audits are handled entirely through your representative, so you are not sitting across from the auditor yourself.

What if I cannot pay what the IRS says I owe?

The balance is checked first, because many penalties can be reduced or removed. What remains can be paid over time through an installment agreement, settled for less through an Offer in Compromise when your finances qualify, or placed in currently not collectible status while they recover. Which path fits depends on your income, your assets, and the size of the balance.

What is Letter 525?

Letter 525 is a 30-day letter sent when an audit of your return results in proposed adjustments. It comes with Form 4549, the Report of Income Tax Examination Changes, listing each item the examiner wants to change. You have 30 days from the date on the letter to agree with the report or to respond with your position and supporting documents.

If You Have Received an IRS Notice
