California Employer Payroll Requirements
Hiring your first employee in California starts a clock. Once you pay more than $100 in wages in a calendar quarter, you have 15 days to register as an employer with the Employment Development Department, which is done through its e-Services for Business portal. Household employers register at $750 in cash wages per quarter.
California layers four state payroll taxes on top of the federal ones. Two are paid by the employer: Unemployment Insurance (UI) and the Employment Training Tax (ETT). Two are withheld from employee wages: State Disability Insurance (SDI), which also funds Paid Family Leave, and California Personal Income Tax (PIT).
The filings run on a fixed cycle. New or rehired employees are reported on the DE 34 within 20 days of their start date. Independent contractors paid $600 or more get reported on the DE 542, also within 20 days. Each quarter the employer files the DE 9 to reconcile wages and taxes, together with the DE 9C listing every employee's wages. Tax deposits go in with the DE 88: employer contributions quarterly, employee withholdings on a schedule that follows your federal deposit schedule. The EDD requires all of these returns, wage reports, and deposits to be submitted electronically.
Our payroll service handles the EDD registration, the deposits, the quarterly reports, the federal filings, plus year-end W-2 and 1099 forms.
